G-d decided to send 12 spies to the land of canaan. In pasuk aleph it says G-d spoke to moses saying... In pasuk bet it says ANI noten lbnai yisroel which means i gave to BI so You can infer from pasuks aleph and bet that G-d is telling moses to tell this to BI.
It was God’s idea to send the spies to Canaan. God told Moshe to do this. Moshe did it, but God commanded it.
